Location: Nakano Ward Office, Meeting Room A, 1F (4-11-19 Nakano, Nakano-ku, Tokyo 164-8501, Japan)
Format: 4 rounds, Swiss system, 30 minutes + 30 seconds increment per move, Japan Chess Federation official national rated tournament.

表彰式・閉会式は行わず、シード獲得者は後日参加者全員へメールで通知します。

◾️Schedule:
January 18 (Sunday):
9:30 : Doors open (Round 1 Pairings will be done in advance)

10:00 : Round 1
13:00 : Round 2
15:00 : Round 3
17:00 : Round 4

There will be no awards or closing ceremony; players who earn spots in the National Championship will be notified to all participants via email at a later date.

◾️賞金について
  • 本大会の目的は、地域のプレーヤーが全国大会へシードを獲得することであり、賞金の支給ではありません。
  • 参加費はスタッフ謝礼、そしてその他のコスト等で使用されます。
  • 賞金はありません。

(1) Buchholz Cut-1（最低得点の対戦相手を除く全ての対戦相手のポイント合計）
(2) Buchholz （全対戦相手のポイント合計）
(3) Sonneborn-Berger （勝った相手のポイントとドローだった相手の半分のポイントの合計）
(4) Sum of the ratings of the opponents （対戦相手のレーティングの合計）

◾️Prize Money
  • The purpose of this tournament is to provide local players with the opportunity to earn spots for the national championship, not to award prize money.
  • The entry fee will be used for staff honorarium and other related costs.
  • No prize money will be awarded.

Tie-breaks:
1. Buchholz Cut-1 (total points of all opponents except the one with the lowest score)
2. Buchholz (total points of all opponents)
3. Sonneborn-Berger (sum of points of defeated opponents + half the points of drawn opponents)
4. Sum of ratings of opponents
5. Lottery


◾️全日本チェス選手権へシードについて
  • 関東の予選では 参加者8名につき1名がシード となります。
  • シード獲得人数は参加者数により変動します。
  • Bye を取得した選手（強制Byeは除く） は、シードの対象外となりますのでご注意ください。
例：参加者26名の場合、3名がシード され、その内訳は
    • すでにシード権を取得している選手を除いた、大会上位2名
    • 西東京「地元枠」1名
  • 「地元枠」の定義
    • 2023・2024・2025 のいずれかで、チームチェス選手権に 「Nakano Chess Club」 の一員として参加した方
  • シード対象者の国籍条件
    • シード権の対象は、FIDE日本国籍を有する選手 に限定します。
    • 大会当日時点で FIDE 外国籍の方は、シードの対象外とし、シード枠には含めません。
    • FIDE IDを未取得の選手は、申込時に日本籍でFIDE IDを取得する意思の有無を申告してください。（運営から連絡します）

◾️Qualification for the All Japan Chess Championship
  • For the Kanto regional qualifier, 1 player earns a seed for every 8 participants.
  • The number of seeds awarded may vary depending on the total number of participants.
  • Please take note that players who have taken a Bye (except for Forced Byes) are not eligible for qualification.
Example: If there are 26 participants, 3 players will be seeded, broken down as follows:
    • The top 2 players in the tournament, excluding those who have already earned a seed.
    • 1 “Local Slot” for Western Tokyo.
  • Definition of the “Local Slot”:
    • Players who have participated as a member of the Nakano Chess Club in the Team Chess Championship in 2023, 2024, or 2025.
  • Eligibility for Seeding (Nationality):
    • Only players with Japanese nationality recognized by FIDE are eligible for seeding.
    • Players with foreign FIDE nationality as of the tournament date are not eligible for seeding and will not be counted in the seed allocation.
    • Players who do not currently have a FIDE ID must declare, at the time of registration, whether they intend to obtain a FIDE ID under the Japanese federation.(Organizer will get in touch with you)

◾️要項の詳細
デフォルトタイム／不戦敗
  • 試合開始後 15分以上遅刻 したプレーヤーは不戦敗とする（レーティング変動なし）。

Byeの取り扱い
  • 事前申請Bye: 最後の2ラウンドを除き0.5ポイント。申請したプレーヤーは 全日本選手権シード対象外。
  • 大会開始後のBye: 運営・アービターの判断で許可される場合あり。
  • 強制Bye: 1ポイント。
  • 申請締切: 1/15（木）18:00まで、メール（nakanochessclub@gmail.com）で申請。

棋譜の記入
  • 試合は最後まで棋譜を記入すること。
  • 終了後、両プレーヤーは結果を確認し、お互いの棋譜用紙にサインし、アービターに報告する。
  • サイン前に必ず結果を確認すること。
  • 棋譜の提出に協力すること。 提出された棋譜は、日本チェス連盟へ試合実施の証拠として保管されます。

電子機器の使用禁止
  • 携帯電話・その他電子機器などは電源を切り、カバンに入れて試合中は携帯不可。
  • 違反した場合は不戦敗ではなく、負けになる（レーティング変動あり）。
  • 観戦者や試合終了後のプレーヤーも会場内での電子機器使用禁止。
  • 観戦者は試合開始から 10分間のみ撮影可。それ以降は使用禁止（特別許可がある場合を除く）。

使用機材
  • 時計、チェスセット、棋譜用紙は主催者準備のものを使用すること。

観戦について
  • 許可なしの観戦者は会場内立ち入り禁止。
  • 小学生以下の参加者は 保護者1名まで観戦可。必ず1/15（木）18:00までにメールで許可申請。

ルール遵守
  • その他は FIDEルールに準拠。
  • イリーガルムーブ2回目は負け、時計の押し間違いや両手使用も違反行為。
  • ラウンドのスタート順位は国内レーティング→氏名ABC順。

写真・メディア使用
  • 会場で撮影した写真は、主催者・日本チェス連盟公式サイト・会誌等で使用する場合あり。

開始時間の変動・大会中止
  • 運営の都合により、開始時間や各ラウンドの試合開始時間が遅れる場合があります。
  • 会場の都合により大会中止の場合あり。その場合は参加費は全額返金する。

参加キャンセル・返金
  • キャンセルはメールで連絡（nakanochessclub@gmail.com）。
  • 締切8日前（1/9 (金)　23:59）までかつ定員未満の場合は返金可。
  • 締切7日前以降または定員に達している場合は返金不可。

責任
  • 個人間のトラブルについて、主催者は一切責任を負わない。

ペアリング・結果
  • ペアリングおよび結果は chess-results.com に掲載。
  • 参加者リストのchess-results更新は毎週金曜日行う予定です。

◾️Tournament Rules and Regulations:
Default Time / Forfeit
  • Players arriving more than 15 minutes late after the scheduled start will forfeit the game (no rating change).

Bye Policy
  • Pre-requested Byes: Worth 0.5 points, except for the last 2 rounds. Players requesting a Bye are not eligible for All Japan Championship seeding.
  • Post-start Byes: May be granted at the discretion of the organizers/arbiters.
  • Mandatory Byes: Worth 1 point.
  • Request Deadline: By email to nakanochessclub@gmail.com by Jan 15 (Thu) 18:00.

Writing down moves
  • Players are expected to write down their moves for the entire duration of the game.
  • After the game, both players must verify the result, sign each other’s score sheets, and report the result to the arbiter. Always check the result before signing.
  • Please cooperate in submitting your score sheets. Submitted score sheets will be kept by the Japan Chess Federation as proof that the games were played.

Electronic Devices
  • Mobile phones and electronic devices must be turned off and kept in bags; carrying them during a game is prohibited.
  • Violation results in a loss(with rating change), not a forfeit. This includes devices kept in pockets that are powered off.
  • Devices are also prohibited for spectators and players who have finished their games.
  • Photography with mobile phones is allowed for approved spectators only during the first 10 minutes of each round. Afterwards, all device use is prohibited unless special permission is granted.

Equipment
  • Use only the provided chess sets, clocks, and score sheets.

Spectators
  • Unapproved spectators are not allowed in the playing area.
  • For participants under elementary school age, 1 parent may observe, but must obtain permission via email to nakanochessclub@gmail.com by Jan 15 (Thu) 18:00.

Rules Enforcement
  • All other matters follow FIDE rules.
  • Illegal moves are considered violations; the second violation results in a loss.
  • Clock errors, using both hands on the clock, etc., are also violations.
  • Pairing priorities: Domestic rating first, then alphabetical order by name.

Photography / Media
  • Photos taken at the venue may be used by Nakano Chess Club, Japan Chess Federation, or official publications.

Time Controls / Cancellations
  • Time controls or the event schedule may be adjusted due to venue constraints or cancellations. Should the event be cancelled due to the organizer, refund will be fully provided.
  • To cancel participation, email nakanochessclub@gmail.com

Refunds
  • Refunds are available up to 8 days before the registration deadline (Jan 9 (Fri) 23:59) and if capacity has not been reached.
  • No refunds 7 days before the deadline or if full, regardless of reason.

Liability
  • Nakano Chess Club is not responsible for disputes between participants.

Results / Pairings
  • Pairings and results will be published on chess-results.com.
  • Updates of participant list to chess-results will be done every Friday only
